Competitive Sealed Proposals for the Emergency Operations Center (EOC) Expansion and Police Department Renovations were received on Thursday, October 6, 2022.  Proposals were solicited under the Competitive Sealed Proposals (CSP) method pursuant to Chapter 2269, Subchapter D, Texas Government Code. Proposals were received from Durotech, Inc., Frost Construction, and Horizon International Group.

The City Council established a Proposal Review and Selection Recommendation Committee to review, evaluate, score and rank the proposals and make a recommendation to award the bid. This committee was comprised of the City Manager, Police Chief, Police Captain, Public Works Director, Assistant Public Works Director, Emergency Operations Director, and Finance Director/Assistant City Manager.
